No, there's no allergen record keeping requirement in the Food Standards Code, and an allergen matrix or log is good practice but not mandated. What's actually required is answering allergen questions accurately when asked, since for unpackaged or ready to eat food, allergen information must be either displayed in connection with the food or provided to the purchaser on request. A register just makes that easier and safer to prove.
